A federal magistrate judge recommended Wednesday that Liberty Counsel's preliminary injunction be granted against a Tampa ordinance which prohibits licensed counselors from providing talk therapy to minors seeking to reduce or eliminate unwanted same-sex attractions, behaviors, or identity.
